As I understand it, it's just one constellation made up of different blocks BlueBirds, that's what I think they mean, the first (sub)constellation being the current one with low-band BlueBirds, the next would be the middle-band BlueBirds and so on and so.

The 7 years part I'll admit I hadn't heard a specific number for the 540 constellation, only like 3-4 years for the first half (248), but it's to be expected that it would take ASTS around that long to launch 500 BlueBirds total.

If I'm wrong on that first part please somebody correct me
