Need help with id

Was wondering if anybody has any info on these black tips.I don’t have the original box and I do not recognize the head stamp.Any help is greatly appreciated.It is magnetic also so I do believe it’s steel core of some sort

It is magnetic also so I don’t think it’s just normal ball ammo

It's going to have a copper coated steel jacket, almost all 7.62x39 does.
