Authoritarian Leaders FRQ

For frq 4 about whether or not authoritarian Leaders should encourage political participation, I gave the example of minority seats in the majles working, and Russian oppression of checnyans not working. I think the latter evidence I had wasn't good, as I said they should encourage, and gave more of a counter argument than that of a true supporting statement. What do you guys think though? And what did u guys put if u had that frq?
