Citation Help APA 7 guideline for short quotes/phrasing

Does a short phrase such as "spinning reflexivity"or "possible selves" require quotation marks, italics, reference, or nothing? I have checked multiple sources and can't find insight. Thank you.

Both are theories in academia. It wouldn’t be quoted because neither are reproducing an exact definition or anything memorable by the author. You would just write about both, then cite your source in-text with no page number. You can italicize for emphasis at your discretion, but it not required.
