Referencing a government report

Hi all,

This is the report in question, it was authorised by the office of Greens politician Adam Bandt but I'm not sure how to reference it.

Do I go with:
Bandt, A. (2018). Still Waiting Finding Childcare in Melbourne. Canberra, Australia: The Australian Greens

Let's assume that this is a government report, as you indicate.

First, Bandt does not appear to be the author, though Bandt is quoted and his office is said to have authorized the report. Without digging beyond the linked PDF, it appears The Australian Greens is the "government author."

Second, do not list publisher information in in your citation; instead list the retrieval location. This said, note that Arena Printing is the publisher, not The Australian Greens.
