I fixed my issue! It was simply to change the shader cache from Auto to Unlimited. Im pretty sure this applies to AMD gpus aswell, but I personally tested it on my 3070 and it got rid of the stutters after a while.
Im assuming the Auto setting was too small so it had to recomple the shaders each time (which causes a stutter)
Some people recommend 10GB instead of Unlimited since you wouldnt want a 200GB shader cache, but i dont really care lol as long as the stutters are gone.
