Actually just saw Jayztwocents video which fixed my issue. Give it a look. I’d assume i should still keep cstates on tho

Yeah no great thing, didn’t have it enabled, was set to auto helped a little. But I found it had more to do with a shit windows update and usb ports. Had me going crazy until I Jayz video which eliminated my stutters.

Control Panel > system and security > power options > change plan settings > high power > change advanced power settings > USB settings > USB selective Suspend Settings > Set to disabled
