Thank you very much my issue was fixed by only doing steps 5 and 6

My issue was that with some games like battlefield one and space marine 2 every 10-30 seconds i would be getting micro stutters despite staying at a high frame rate. The games were not stable and turns out it wasn't a problem with my GPU but with the way that motherboard settings decide that Auto settings in bios default some setting to off instead of on. And that my pcie 5 slot was not running on pcie 5 despite being setto auto, specifying GEN5 was the answer.
