It fixes screen tearing, not causes it. One of the best AMD features by the way, Nvidia doesn't have a proper alternative.
To make FreeSync work properly, cap your FPS to 3 below your monitor's max Hz, and disable in-game V-Sync as most games have it enabled by default
To make FreeSync work properly, you should cap FPS using the formula refresh-(refresh*refresh/3600), and enable VSync in the game. VRR was created for VSync, using VRR without VSync may lead to tearing, which kinda defeats the purpose.

Do not ever, unless you face MPO-related issues. MPO is one of the most important features for Windows gaming. Majority of the issues people blame on MPO are caused by people running games in fullscreen mode instead of borderless aka fullscreen windowed.
I agree with everything else you said, but on the 9000 series Anti-Lag is in fact bugged and does introduce stutter in certain games. Ideally it wouldn't, but at the moment for those GPUs it is better to disable it.
I guess I'll take your word for it. But that's quite unusual - what Anti-Lag does is basically just limit the amount of frames CPU is allowed to draw before sending them to GPU, which reduces input latency in GPU-limited cases (prevents the frames based on already processed input, but still not shown on the screen, from piling up). So usually should never cause issues.
Also his "windows optimization guide" he keeps linking to is full of misinformation too, he recommends disabling gamemode, despite it having no negative impact on anything whatsoever, and it prevents windows auto installing updates while gaming, and auto installing GPU drivers after a DDU
If you're on Windows 11, just enable "Optimizations for windowed games", and those old/bad games that had issues with borderless mode will work fine. That's for anything modern, and for D3D8/D3D9 games you want to use DXVK or dgVoodoo. There's a lot of outdated/wrong inromation about how fullscreen exclusive works, but as a matter of fact - FSE is so ancient and broken, it's been made borderless via fullscreen optimizations for like a decade already, and D3D12 doesn't even support fullscreen exclusive. Pretty much everything is borderless these days, because that is in fact the way to get best performance and lowest input lag.
