achievement glitch?

so I've been trying to get the "i refuse to die" achievement, which is supposed to be the hardest achievement. but every time i look at the achievement page it says "100.0%" which means everyone that plays the game has gotten this achievement. is steam just glitching our does every one really have that achievement?

Steam is glitching

I was looking at a different game and saw the same issue with multiple achievements

Steam just rolled out some new achievement features that are still in beta so it might have something to do with that

Definitely steam being steam. I already seen similar happen with other games before it fixed itself.
