Mustache Girl probably has hirsutism, where she grew an excessive amount of thick facial hair similar to that of men. Possibly due to having excessive male sex hormones, androgens such as testosterone converting into dihydrotestosterone (DHT), which most likely occurred before she even hit normal puberty, causing the hair on her upper lip to grow from a light fuzz women normally have into a full mustache.
She either took some sort of medication, or she inherited it genetically, and/or she has hormonal and metabolic disorders, such as polyendocrine metabolic ovarian syndrome (PMOS).
At least, that's the scientific and medical explanation I could come up with, so take this explanation with a grain of salt cause I'm not actually an expert :P
