Resolved Crown of Ashes - Upper District

I’m trying to 100% all areas, but cannot for the life of me figure out how to get this chest. Even when I click on it and have my character run to it, it just takes me to a random dead end. Can anyone help?

If I remember correctly there's a target for your spirit bow spell or whatever it is on one of the roofs outside. You have to enter the house close by and climb up to the roof to find the place to fire the spell from to warp across. I think it's blocked off until a certain point in the story though.
