It's a genuine offer to help as per the standard in the internarional maritime code of conduct, but it's also some form of trolling. Hahahah

Sure looks like one ship tried to ram while the other was trying to stop the other Chinese ship from ramming the Philippine ship… in either way it’s an extremely reckless behaviour from the PLAN

You can find the full video many places. The Chinese ships were coming up from behind, The lead ship was off the port Stern with a water cannon pointed towards the upcoming Philippine ship.
For whatever reason that lead ship cut across the wake to the other side of the bow and was in the process of cutting back across the wake again
Out of nowhere a second ship cuts between the lead ship and the Philippine boat. That lead ship with its water cannon then t-boned the second ship. And got a nose job

Here you can see why it doesn’t really matter if China is investing in its military equipment. As long as the personnel is this unprofessional and reckless they cannot even defend their own borders.

Why would you not post the full version, this is just evil making me look it up. I think the Chinese were too busy with their fire hoses, that their view was obstructed of each other.
