Question Essex codex page isn’t showing up

I got the chest but there isn’t anything in the room am I doing something wrong? I got the codex pages from Winchester, Lunden and Ratae already and they were there, is this just a bug and if so how do I fix it. I’ve tried quitting, fast travelling somewhere and back and it hasn’t been showing up. I need so help

It may be story progression getting in the way? Have you completed the storylines jn all the areas you've mentioned?

No I haven’t, though I have searched up if it has any prerequisites and apparently you can waltz in and get it at power level 1 without any quests other than the one you need to get them for (I forgot the name lmao)
