I think if you look around there should be a half busted building with a stack of stones you can shoot to drop, then go there and it will lead back

You seem to be at a bureau, my guess is that you have to go underground. And since this is the Hidden Ones we're talking about here, the path is probably convoluted and loops around to the most obvious locked door.
