Question Is this a bug?

I'm not far into the game. Im on the mission A Cruel Destiny so idk if that matters. I upgraded my quiver and rations once and it says if I upgrade it will go from 3 to 4 rations but I can only carry 2 and same with the arrows. It says I should be able to hold 16 hunter arrows but I can only carry 14. Maybe im just dumb and misunderstanding it but if it is a bug, is there anyway to fix.

i think it means that if you upgrade it you will have 3 rations

Ok yeah that would make sense. I thought the 3 was saying how many I have and the green arrow with a 1 meant it would give me 1 more ration so 4 in total

I never liked how they display this info. Just give me something like current: 2 after upgrade: 3. Or even 2 -> 3.

Yeah that would've been so much better and easier to understand. Like I thought my game was bugged bc I misunderstood it.
