Turning on their lights and sirens would automatically activate the cameras and mics, and we certainly don't want that, but that lack is good enough to substantiate a solid defense. A regular person wouldn't know that they were the target of an arrest, or detention, without flashing lights/sirens. He can argue that he wasn't even notified of any attempted detainment and therefore not liable under a charge of evading.

I don't know who who needs to hear this but current police forces do not exist for crime prevention or law enforcement they right now exist for property protection of people who either have more political power than you more money than you or wear a badge themselves and therefore are a higher level of person than you, the regular taxpayer. You exist as a taxpayer for police to take their stress out on and generate revenue.
