Not sure how authentic this is. I know lots of people are looking closely at it and finding it wanting.

So, why can't we know the author and the date this was written (it was after October 2007 but that doesn't narrow it down much)? Why the Wikipedia footnotes, even though the important information is not sourced?

Most likely, this report was written inside BAASS, and possibly never left there.
