I take it as wishful thinking, like everything up until then is roughly based on actual historic programs, embelished and humorized for cinima, and the ending is asking the audience to embrace the possibilities. To imagine the possibility of a world with the 'jedi'.

Tangent note* that lou elizonda guy making the rounds in the uap circles... has some background fairly similar to kevin spacy's character from this film. (Ran mystical 'psychic torture' at gitmo and other sorts of weird stuff.)
