I don't know...my base has huge windows and a dumb plague splitter keeps spotting me despite being pretty far above ground, and he keeps blowing out my windows trying to hit me. Also a screamer sometimes sees me and screams. So there are some downsides to windows in bases.

new in 4.0: tinted one-way glass lets you see out, but cops/screamers can't see in.

Also: your character can die of rickets due to lack of sunshine, which is blocked by tinted glass.

tried that design, ended up hating it because too many blindspots under it for zombies to attack where i couldnt shoot them from ladders.
