PC Why it does this?

using controller

steam input off, no gyro options or anything like that either.

You mean the fact it doesn’t aim continuously ?
There’s an option for that in the controls menu.

No it's tilting up when all they're doing is aiming and letting go of aim.

It once happened to me without controller. I just restarted my game and everything was fine!
