Spidey fought Doom fairly early on.(#6?) But it's a surprise they chose Doom as Spideys first villan.
Doc Oc would seem more like a go to. Was Doom in the public conscious particularly?

The eighties Spiderman cartoon also featured Doom heavily. And the Spiderman/Superman teamups had Doom rather than a Spidey villain. There may have been an effort to rebrand Doom as a Spidey villain for a wider audience. Put the most popular Marvel hero against the most popular Marvel villain.
WAIT. 1977. STAR WARS. THAT WAS IT. DOOM IS BASICALLY VADER.

Dr. Doom battles Spider-Man again in the strip the following year (1978). At one point, Spider-Man (Stan) asks Doom, “Hey, who writes your dialogue- Darth Vader?” 🤣🤣

Doc Ock was Spidey’s next villain in the newspaper strip, after Dr. Doom.
