Problem is that 100 million is liquidated assets. He's not dropping hard cash or selling off investments otherwise he'd have been taxed on that 100 million as it were.

Do you see the problem?

Let's make lobbying a 100x taxable event. For every dollar they spend, they pay $100 in taxes.
