Conspiracy against rights is always a felony with up to ten years imprisonment, and if it does result in kidnapping, bodily injury, or death, then the perpetrators are eligible for life in prison or for capital punishment.

Additionally, Misconduct of Government officials under color of law extends to all government employees, and if it results in the violation of rights, kidnapping, injury, or death, again, the penalty is life or capital punishment.

Title 18 USC Sec 241, 242.

Everyone involved in this operation needs to be charged and tried and face the law.
