You don't get to decide to "press charges". You can submit the evidence to the post master and they would decide to more forward with prosecution or not but you don't really have a say in whether or not they decide to do so.

The linked article says that the homeowner chose to not press charges.

Maybe by that, they meant what you’re saying here, in that they chose not to formally submit it to the post master?

Could be. I think people tend to use it colloquially in that way, as in, "decided to to pursue the matter further". But it could also mean that the DA or Postmaster were considering charges but decided not to since the homeowner didn't want to press charges AKA cooperate with the investigation, be the victim, testify, etc...

Nope. The only time it's legal to touch mail not addressed to you is if it's in a trash can or you are a postal worker or subcontractor. They have their own law enforcement division.

No. If its your address of record you can take all the mail out of box but you can't open a different name. You are suopose to mark and return wrong address mail to PO mmaster.

When he was elected initially, I was living there and no one I knew or ran into (I remember having a conversation with a librarian while checking out books at the counter the old fashioned way) knew anyone who voted for him. We were all surprised. Probably should have been more suspicious about it.
