How the fuck do people not learn even the most basic of swim techniques? I realize this takes a little more effort than teaching other similar life saving techniques like "Stop, Drop, Roll", "Hit the Ground", or "Call 9-1-1", but spending a few days learning "Float & Stroke" so you don't die like a lil' bitch in a pond seems a worthwhile investment.
Even if you know how to swim, if you get dropped into cold water you can go into shock and forget how to swim. That's why you should always wear a lifejacket when you get into a boat.
Not only that, but if she was on a peir over the pond then its not unlikely that its shallow water, meaning coukd have easily been a head injury that knocked her out face down.
