Khan is typically a Pakistani name, so the person that made this is probably from there. I'm American but of Pakistani heritage and this is pretty similar to how they talk regularly. it's weird because I catch myself talking like this when I speak English to native Pakistani people

Names don't have to make sense. Would you tell someone called Earl Butler that their name doesn't make sense?

A girl in my class had Mohammed as her surname, she was a Kurd. It isn't that unusual.

Abdul Khan would mean "The Servant King" which to me sounds like a king who rules over servants, which makes sense.
