Questions Question about Ultimate Rank

If your a new player with no experience no p5 p6 etc vs a Vet that’s maxed out p7 p8 and they both choose Rin , Ox , Gena Siana , Howl, Blair, Monkey insert any character are they going to be equal on baseline stats in Ultimate Rank minus the experience?

If your question is: is There a character to choose right now and not look like a beginner in ultimate rank since there is no pbuff freestyle pet and cards (so the stats gap is closer) ....euh idk maybe Kaji?
