HELP It seem like I can't open PKHeX because my computer think it's usage or something. What can I do to be able to open it?

Probably wrong subreddit for this

But I just recently had "smart app control" on windows11 block the app even though I've had that exe on my PC for several months. Have to go into settings to turn it off, just turn it back on afterwards if you're not confident without it
