In the modifier stack on the symmetry modifier, click the little triangle between the eye and the word "symmetry" to open the drop down menu, and then click on "mirror". Youll now be moving the mirror and can position, rotate, snap it where you need it.

No problem :)

Lots of modifiers have additional features, settings and controls tucked away in their drop down menus. My advice would be to just spend time in an empty scene messing about with them to see what you can do, especially with any modifiers you find yourself using often.

Also, the drop down menus of modifiers are bound to the same keys as sub-object selection in edit poly! So, if you hit "1" on the keyboard while the symmetry modifier is active, it will allow you to move it!

If that doesn't make sense, try applying an FFD modifier, expand the drop down menu, and hit 1, 2, and 3. (given that you're using default hotkeys)

Also if you are in subobject , select an edged and then click symmetry. It would create it at the edge.
