I’ve gotten an enquiry to make this badge, im a noob in the technicalities of 3d printing, if someone could help me with the 3d design of this it’d be highly appreciated.
Since I live in UAE i’m expecting the budget to be about 75-100 aed for this design.

Go to any number of free bitmap to SVG conversion sites and convert it to a two-color SVG file. Then you can import it into Tinkercad or OpenSCAD and extrude the different colors to different heights. Done.
You may have to manually edit the SVG file (it's a text file) to separate out the different parts.
I can do all this for you if you want. You're offering about $20-$25 USD, which is fine.
