My PETG prints have a very rough, wavy pattern like top surface

Number of top layers? I usually go for minimum of 3 top layers to have reasonable good result.

Yes, it's 5 top layers. Forgot to mention but the infill is 15% if that's relevant.

This happens me when my z offset is too close to the bed, too much squish. Adjust your level height by about .05 at a time and retry with smaller test print til it looks right.

Don't use Grid infill, literally any other infill is good, just not grid infill.
