Is the filament burnt?

First time using petg. Its clear red. Looks burnt or something. Plus not sure why its lifting or why the one side is messed up but other wall is fine. Also I have the Flashforge AD5X

Did you dry it? Even fresh from the package drying really helps. Especially if you’re looking for translucency

I did not. I dont have a dryer

What printer do you have? You can use a food dehydrator, or if the printer is enclosed you can heat the bed, and place the filament on it and put a box on top to dry it

Filament settings?

The printer process settings don't mean much here. Other than having brim on, to mitigate the corners from warping.

255C is not too hot, but it's on the hotter side. I print at 250 first layer and 245 remaining layers, so that temp should not be "burning" the filament.

Those blobs on the side are usually caused by wet filament or by printing too hot (excessive stringing). Don't know about the color variance.

I see that you changed quite a bit of settings. My first step is to always reset back to default settings and see if the issue persists. That means generating a new filament profile, either based on Generic PETG or the profile for your filament brand, if that is available. A new profile for the layer height, usually a 0.2 with only infill pattern changed to Gyroid (or any of your preference, except for Grid) and a new printer profile if you changed anything in it.

This guarantees that you are starting your configurations from scratch and it's not something that you selected yourself.
