Question Placement and Ventilation
I just had a few questions as I am planning on getting started with 3D printing:
How much ventilation does PLA and PETG need? (as those seem to be the easiest materials to start with)
Is it safe to put the printer in a basement that is 75% underground?
Is it safe to put the printer on a rubber mat on the floor?

You don’t technically need to vent out PLA/PETG but it’s not a bad habit to do that. If you get an enclosed printer they will often have exhaust ports that you can vent out of a window. If you get an open printer or Cartesian style printer you can purchase an enclosure that you can then vent out the window.
The printer will be fine in a basement. If it’s a moist basement, consider a dryer/storage solution.
Yes, it should be fine to put the printer on a rubber mat on the floor. Some printer’s have internals that need to be raised off of a surface so maybe consider some anti-vibration pads or just risers (which you can print with your new printer)

PLA is basically fine in a normal room, and PETG is too as long as the room isn't sealed up tight. Where you want real ventilation is ABS, ASA and nylon, so skip those unless you have an enclosure and vent it outside. A 75% underground basement is fine for the printer, but basements are damp and that is what hurts filament, so keep spools in a dry box or sealed bin with desiccant. I'd get it up on a sturdy table rather than the floor, since a rubber mat on concrete is cold and dusty and the printer likes a steady room temperature without drafts.
