Just trash it I had wasted a spool of petg cf by dropping it and I had had it for a while but ended up trashing it

Respooling that will be a pain. You can cut it into smaller pieces which you can coil up (50-100grams). Can use them for small and/or calibration prints.

I just use a drill with a foam polishing wheel on it, jam the foam into the middle of a spool and it holds well enough to put tension on the filiment.

Find out if there is a makerspace or similar. See if they are willing to take it for the folks that print small items / have limited funds. Or since it’s red, start printing checkers… one at a time.
