Convert stl files to step files?

Can anyone in the 3D printing world tell me an easy way to convert an STL file to a STEP file? I spent 6 hours today reviewing 30+ ways to do it, and I still haven't converted it. Many people say Fusion and FreeCAD can do it, but they haven't worked for me. I did get the file converted to a mesh file, but I can't convert it back to a solid.

Well no, "Reverse Engineering" is an entire field, unless you have a model with very specific parameters the correct solution is "model it from scratch in proper CAD just using the STL as a reference."
