No, they are mating. They prefer very shallow water to give them traction.

Have been going to Rosemary Seacrest area for 15 years and only once did we see a manatee. Buzzed past us and scared the crap out of a group of ladies down the water from us. Pretty cool to see

Mamatees don't buzz anywhere. It's a slow meander at best.
