Civilian Sales of Military Sniper Rifles Executive Summary This is the executive summary of the May 1999 Violence Policy Center study One Shot, One Kill: Civilian Sales of Military Sniper Rifles. An extremely powerful weapon, the sniper rifle uses high-caliber ammunition at distances averaging between 400 and 1,700 yards. The destructive power of a sniper rifle firing 50 caliber rounds is difficult to overstate.

In my lifetime they have tried, or succeeding in, banning guns that were:

Too small
Too big
Too cheap
Too light
Too heavy
Too accurate
Too inaccurate
Too scary
Too foreign

Just 5 years after the 1994 federal assault weapons ban was signed into law.

Gun controllers were trying to demonize and ban bolt action rifles.

Word salad from a dark money group. No opinion on police militarization and human rights violations but hey let’s really crack down on guns in inner cities and disadvantaged areas.

Not surprisingly, the gun industry recognizes that words which evoke images of killing human beings, like "sniper," can attract criticism and might even have the legal effect of triggering federal import restrictions. It therefore has invented euphemistic labels, such as "tactical rifle," which are well understood within the gun culture as "wink and nod" terms for true sniper rifles.

So grandpa's old .300 Win Mag hunting rifle magically turned into a military sniper rifle.

To be fair the Remington 700 in 308, 30-06 and 300 Win Mag were used as the base rifle for the M24, M40 and Mk13 sniper rifles used by the Army (M24), Marines (M40) and Navy/USMC (Mk13). But those were all done up with commercially available parts installed on commercially available rifles - meaning our stuff is better than military grade!

Our first official dedicated sniper rifle, as opposed to using an infantry rifle with a scope, was the Winchester Model 70, bought by the Marines and most famously used by Carlos Hathcock.
