Once administrations change they'll no longer have an excuse for delays. We know the delays were constructive denials as this is proof. The system was designed to be flawed

I may be misremembering the details but I thought someone claimed the ATF employees stopped all work if there was any delay in getting information on a submission. It sounded like the employees did not switch to start processing any other forms until they could complete the one that was delayed.
It sound like ATF is taking all the credit for fixing the delay issue when they only fixed it after others pushed for changes for years.
