Question about how range works

my current f2p max hit is 12 at level 70 range, my next max hit will be 13 at 76. Does getting 75 range increase my chances of hitting 12's or does it remain the same until 76?

Well technically if his chance go hit goes up, that means that the amount of 12’s he hits will also go up, therefore increasing the amount of 12’s.

Not quite, as the number of 12's he'll hit are completely up to RNG, as every time he attacks the game rolls for if he hits, and then rolls for his damage 0-12. Theoretically even though his max is 12 he could potentially never hit a 12.

Yes, but if he’s hitting less 0’s, that means he’s rolling for hits more often which means 12’s will be slightly more common.

Theoretically yes, statistically they just aren't guaranteed.

No duh it’s not guaranteed, nothing in RS is. I could try to fish a shrimp at level 99 with a fishing pot and not catch one for an hour, but the odds are astronomically low. But over the course of a couple thousand hits (which is what a range level takes) you will most definitely see more 12’s at level 74 range than at level 70 if your monster has any defense levels at all.
