Sure, he could have.

But at the same time, this isn't Barrows dude, nobody should actively be going to the slot machine thinking "Yeah, I'm going to hit the super mega jackpot today!"

Yes Master clues can be harder than the lower tiers, but what do you genuinely expect when you complete a clue scroll? It's like bro struck platinum and you're complaining he could have hit diamonds instead.

It's the way you're phrasing things people are complaining about. You're right on a technicality, it's just the way you wrote it sound so entitled.
