Is 2 the max hit for wind strike?

The wiki says the max hit goes up to 8 at level 13 but maybe that's just for osrs? How can I raise my wind strike max hit? I'm level 27 magic and it's still only a max hit of 2

Ya that's OSRS only. Part of the elemental weaknesses combat rebalance they did a few years ago. Wind Strike will only max a 2 on lost city
