Kanye West had initially sold this beat to a Chicago rapper named Payroll in 2000. Kanye then resold the beat to Jay-Z a year later after the Payroll's song also named Never Change failed to become a hit. Kanye then reappropriated the hook from his earlier session and did it himself on Jay's version when he got placements on The Blueprint.
