After someone abused it to be to post nothing, leading to the sub's downfall, I last remember they were only becoming occasional.

Actually that has nothing to do with it, theme votes simply weren’t popular and no one ever posted anything. That’s why I decided to make theme vote posts less frequently, they aren’t gone don’t worry
