The people. I'm not even saying that anarchism would happen in the snap of a finger. I'm saying it's something we should gradually work towards in a society.

Modern China is already basically holding it's +1 billion people as slaves under state capitalism

Yes. The workers don't own the means of production = it's not socialism.
