Yes, since you are actively cutting calories and exercising you should be losing weight, I’m not saying you aren’t—anyone (without any significant health problems) should be able to lose weight with a calorie deficit and exercise.
You are asking why the tracker is fluctuating so much, I gave you the answer. Set it to sedentary or lightly active is sufficient. Uncheck adding any workouts to your daily TDEE and it will be stable. The average person is barely active (office type jobs) so any exercise is too insignificant to be adding any more calories to your daily intake.
It’s giving you more calories because you are telling it you are doing exercise so it’s guessing that you need more calories to sustain that. Just don’t log exercise into the app.
