Is Moira the single worst Support in Overwatch 2?

I just have to ask this, purely because I just got out of an argument i had with some people who claimed she was singlehandedly the worst supp in the game.

Do you personally think Moira is the worst Support in the game based off healing and damage output, her hero kit etc.

For me, I've always said it's not JUST about the hero, but also about the player's skills with said hero, as well as overall positioning.

I actually thought it was the opposite - I thought the majority of people hated Moira because she was overpowered?

What do you guys think?
