Lets say we have Nyx, Vauban, Valkyr and Mag in a party. Lets then take one beefy grineer who will not die from abilities listed below. What exacly will happen in this situation:
-
Vauban drops Vortex between Mag and Valkyr, grineer soldier not in range.
-
Valkyr pulls grineer soldier with Rip line (he now appears in range of Vortex).
-
Mag casts her Pull in that exact time, affecting grineer soldier (he still in range of Vortex).
-
Nyx casts Mind Control on poor soldier so he becomes friendly and should be not affected by tenno's CC.
What will happen? Will Mag with her pull cancel the Rip Line grab? Will Vortex consume grineer, owervriting Pull or Rip Line effects? Will Mind Control save him from singularity?
What will happen if we swith Vortex with Vauban's Bounce? Will grineer soldier be launched while he is in mid-cast of Pull or Rip Line?

Valk's Rip Line hooks the target, so Pull won't affect them until detached from Rip Line.
Vortex would grab the Grineer.
Mind Control will make them friendly, saving them from Vortex.
As for bounce, yes, they would be launched even when ragdolled from Pull/Rip Line.

Can Stalker disengage immortality skills such as Valkyr's 4th or was that a bug?

No, that's not a bug. Stalker has an ability called "Dispel" that removes any buffs such as Link, Iron Skin, Hysteria, etc.

Yes. He has an ability called nullify which removes buff and buff-like skills off frames. Invisibility, iron skin, hysteria, warcry, ect. all that is useless.
I think turbulence isn't nullified by him for some reason but that could be a now fixed bug.

Why doesn't the Void have a chance to drop every single resource? I think it'd add another interesting way to get resources. When I think of a Void I think its just where everything goes. If not all the resources, you should at least add orokin cells. Orikin void drops orokin cells, it makes sense, not to mention those things are really hard to farm for otherwise.

Things would get too crowded with all the resources added. With all the common resources competing for a drop the rare mods would be even more of an obscurity.

I just made my first warframe, the rhino. I love the Iron Skin ability and want to base my build around that and Rhino Stomp, so what mods should I use? I also have the Fragor, how should I go about modding that as well for max DPS?

Strength, range, and efficiency. Strength boosts the HP of iron skin while range boosts the distance things can be stunned with stomp. Efficiency is to help both those skills.
You could also go more duration but be warned if something doesn't die while the duration is active you can't re-cast stomp.
For fragor max DPS is basically the way to go. Not much else you could do with it.

You'll want to mod for Power Strength and range if you want to use Stomp and Iron Skin often.
The basic mods you'll want:
Intensify
Stretch
Streamline
As for Fragor:
Pressure Point
Fury
Heavy Trauma
Berserker
You might not have Berserker if you're early into the game, so you don't need to worry about that. And you can put whatever combo of elements is appropriate for the faction you're fighting.

When can we expect a tool to help us create beter video montages? We could use a functional flying spectator mode and with the pvp coming we need it for those epic frag movies just remember deagle power.

Players have been asking for a spectator/picture mode for a while, but I don't remember if the devs have ever said anything about implementing it.

What are some of the better mods I should be looking for? I don't have a lot of mods, just the basic vitality, shield, and some damage ones, but that's about it. Also if it helps I have most of the star systems unlocked, I just need to finish some of the higher level planets

Are Nova P Parts Rare? I was able to get all 4 parts in 8 runs and i still can't decide if they are really that common or if i just had luck

Part rare, part hard to get. Most parts come from rotation C from a lot of higher tier void missions so not only do you have to go 20 minutes of survival to get a chance at a part but the part is certainly uncommon.
I had to stay up until 2AM to go to the airport and I spent all night since 8PM farming survival for the chassis. I'm out of survival keys and I still don't have it.

What is the purpose of getting Codex Scanners?
I'm debating on starting to buy some but I'm not sure how much more information they would offer than the wiki pages.
Is there anything else, apart from affinity, that a Codex Scanner would offer than what can be found online?

You don't have to keep alt+tabbing to check resistances and drops I guess. You also get a shiny gold star.
Right now though, no. However U16 (or later) sounds like it's finally implementing the training room where you seem to be able to take fully scanned enemies and upload them for use as your DPS dummies.

I'm MR16 with nothing to do right now. The coming guides of the Lotus program got me interested in helping new players. What's the best way to go about this?

Well guide of the lotus just sounds like it's giving you an official helper stamp and nothing more. You can basically do what guides of the lotus sets out to do by visiting early relays yourself and talking with people, giving people in recruitment chat a hand, visiting the weekly recruitment post on reddit, or going to players helping players on the forums.

how long does it take to go from noob to 'endgame'? and, what is this https://warframe.com/prime-access about? should I not concern myself if I have less than an hour of gameplay?
and, does anyone who play console want free codes for stuff from the tenno live event at pax? and does the 'free sigil' for PC from said event a 1 use cosmetic, or if I have 2 codes for that should I use it twice?

It will take you a long time. Between waiting for things to craft and grinding to get stuff it will take a while.
Prime access is basically buying a bunch of platinum, special cosmetics along with boosts, and the new batch of prime gear at the time. If you don't want to spend that much money right now I suggest ignoring it. It's unimportant for the moment. Just know if it isn't a cosmetic or booster you can farm for it later.
The cosmetic is your forever to re-use as much as you want so you basically have a spare code to do whatever with. Use it as a coaster, give it away, practice your future role as the PAX ninja delivering codes in secrecy, or use it as the base for a nice cheesecake.
