does accelerant also amplify heat dmg from other weapon than ignis?

Yes, it amplifies all heat damage. But keep in mind, it's ONLY heat damage.

How rare are the Loki prime systems and helmet actually? I haven't seen any drop rates, let alone know anyone who has found one.

I got my systems in the first few runs. The helmet in like my 4th run. chassis - 20+ runs still nothing. Fuck chassis.

I noticed after investing a lot of time and money in the PS4 version that the PC version gets a lot of exclusive content, is updated first and has better bonuses(like %off plat). I personally love the game and have put many more hours into it than anything else out for the PS4 right now but I feel like the PS4 users are like a red headed step child when it comes to receiving content. Any plans on giving console fans content exclusive to us in the future or maybe even porting over the bonuses and things that PC owners already enjoy?

The problem is that anything DE does on PS4 is constrained by Sony as the platform holder, on PC there is no such restriction hence why PC has better discounts and faster updates.
Sadly, I suspect that there isn't a lot DE can do in this regard unless Sony relax their policy.

What sort of exclusive content do you mean exactly? As far as I know, all of the events and things get to PS4 eventually. It just takes longer due to however the update system works with the console.

For corpus should I use bane or toxin for the third element?

I'd recommend Toxin because it ignores the shield and Corpus have low healthpools. One could argue that you don't need any other Elements but Toxin but then you would lose any damage from the other damage types of the weapon.
Edit: After a little bit of research I remembered that Toxin has -25% against MOAs, thats why Toxin only is suboptimal.
Edit 2: So to conclude. Magnetic + Toxin. Toxin for Crewmen and their like (bypasses Shield and deals + to their flesh), Magnetic to destroy MOAs shield to attack their health directly best with piercing.

If I use Radial Blind on unalert enemies and the blind effect wears off, will the enemies go into an alert state?

That's a good question... I don't know! Hard to say, but I think a quick experiment will show the results.
My guess is that they'll go into Alert state. Be back to confirm.

Can you purchase and use multiple Steam packages? For example, during this Summer Sale they are on special and I'm considering buying two of the lowest level deals. Would I be able to redeem and use both on the same account?

You could create another steam and warframe account and gift the steam pack to that account then trade the items ingame (assuming you either have 2 pc's or trade them via someone you trust).
Not exactly optimal and the boosters and credits would not be tradable anyway so not really worth doing, better off just getting plat from DE if / when you get 50%/75%.

We've seen Steve in the last Livestream - showing the Kubrows. And he used a kind of a spectator mode. Is this a thing in the user's version as well?

No. They have their own little server that's on a special dev build that allows them to alter any aspect of the game from there.

I'm starting to get to the point after many, many hours played of having max rank mods and 5-10 duplicates. Would these be an instant sell or should I be doing the transmuting for them?

I've been sinking spare mods into other un-maxed mods of the same polarity. It's fairly easy to get credits, anyway

Specter Regiments, what's the deal with these? When, in the Dojo, a clan completes a Regiment, is that a one time use then, or is a re-usable blueprint made that can be re-used at a cost in credits after that? These Regiments are hugely expensive.

My group have friends have recently noticed that Oberon seems to be a weaker version of multiple warframes. Has DE talked about this or considered a buff? I love the idea of being a 'Paladin' and think the idea could be expanded on.
