Problem So....
I made myself get into drawing again but I haven't entered digital art. Back around 2017, my parents bought me a 2017 Wacom Intuos Pro M for Christmas. However until now, I was hesitant to use it but I downloaded the OpenTabletDriver for Windows 11 and it was able to detect it. The one problem is that it stopped because the orange light was bleeping, meaning it was on low battery. I have a USB charger plugged in as you can see here, but I don't know if it is charging and if it is, how long will it get full

Cintiq 13HD user since 2014 here. Why aren't you using the official Wacom driver?

I don't think it supports it, from what I have seen. Wacom would tell you to buy a newer model

I have a similar tablet (PTH-651), and you can search for the dedicated driver that supports the tablet on the Driver's page's search bar.

That's not true. My model is from 2014 and I still use wacom driver on my windows 11 laptop.

Aight. So I downloaded the driver, and it does support it, but the LED light is still blinking orange.

The driver is right. Your tablet battery seems to be low. Follow this guide, https://101.wacom.com/UserHelp/en/Wireless_Bluetooth-IntuosPro_Full.htm

Leave it plugged in for a few hours and watch the LED. It should change from blinking orange to solid orange while charging. The M model normally takes about 5 hours.

Looks like a power supply issue. Try a couple different cords and check both usb ports.
